No, it doesn't work quite like that, in fact winds would really help stir up the air and equalize temperatures; it's when we have such stagnant/still air that things reverse, warm air rises and a pock of cool air sinks just below. It won't necessarily spill over the dam and mostly settles into the lowest parts of the Valley which would be more towards the east end of town, pretty much Division eastward, Baldwin Lake/Shay Meadow/Erwin, etc. Right now it would be a bit warmer around the lake given the current lake temperature @ about 60 degrees.
