The FOBBV, who has reviewed the video, stated that the eagle appears to be Jackie, but the statement falls short of a definitive identification. It seems for now that we may know what happened! The video was produced by David James, who obviously has been an eagle spotter in Big Bear for some time.
His videos and observations are great, and his channel adds quite a bit of perspective regarding our Big Bear eagles!

There is a fair amount of video showing Jackie grounded near Grout Bay. Not to fuel any speculation, but this video may offer insight as to the circumstances surrounding Jackie.
